I have the honour to acknowledge the receipt
of Your Lordship's despatch No.143 of 15th May, 1931,
transmitting a certified copy of the Annual Abstract Account
of Hong Kong for the year 1929, together with the report of
the Director of Colonial Audit.

With reference to paragraph 3 of the report
the figure for unallocated railway stores should be reduced by $8,579.98 representing the value of rails landed from the
S. S. "Tokuyama Maru" in 1918. Authority to exclude the value of these rails was conveyed by Mr. Amery's despatch No.293 of 8th September, 1926.
3. The excess in respect of unallocated stores, Public Works Department, was due to the return of pipes and fittings issued in connection with extraordinary measures taken during the water shortage of 1929. These items were subsequently retransferred from the Water Emergency Account in order that that account might be closed. It is regretted that Your Lordship's covering authority was not requested at
the time.
